I. Executive Summary

The Rotary Club of Hong Kong Island West Online Recruitment Service (ROR) is a Vocational Service project organized by the Rotary Club of Hong Kong Island West. ROR is the first non-profit, no-cost online recruitment service that takes advantage of the employment opportunities provided by the extensive network of 1.2 million Rotary professionals worldwide. By harnessing the speed and global reach of the Internet, ROR has designed and developed a powerful recruitment medium, which brings employers and job seekers together and allows them to interact directly for fast, efficient and cost effective recruitment.

Initially, ROR will focus on providing quality job listings from local prestigious firms in the financial services sectors such as accounting, banking, finance and law, etc., and will feature a special section for students looking for summer job opportunities. To date, we have solicited Club members to actively participate in the project and make referrals, and we have received favorable response from our Club. Our next step is to introduce ROR to Rotarians of our Extension Clubs and later to other Rotary Clubs in the 3450 District, companies, governmental organizations and universities in Hong Kong.

All job seekers, including students are potential users of ROR. In order to reach out to these potential users, we have solicited the support of the Rotaract Club of United College to help us introduce and publicize ROR to the 1,400 Rotaractors of the 25 University-based and Company-based Rotaract Clubs in the 3450 District. Through the help of Rotaractors, we hope to be able to introduce ROR to other university students, job seekers and employers.

The success of any job recruitment website lies in the number of jobs available, and with the support of the extensive network of Rotarians we will be able to have a constant supply of high quality job postings on ROR. Through word-of-mouth and media exposure, we hope to be able to attract a large number of job seekers to utilize our website. ROR will be launched officially in March 2002 and we will kick off with a PR program that aims to increase the awareness of ROR and to sign up employers and job seekers to use the website.

In organizing and launching the ROR project, we believe our Club has aligned our objectives with that of the Rotary International and the District 3450 for the Rotary Year 2001-2002, and we have demonstrated our commitment that Mankind is Our Business. Specifically, by providing a no-cost platform on the Internet for employers and job seekers, we have helped 1) address the unemployment problems of Hong Kong, 2) increase membership of Rotary, 3) enhance Rotary's public image, 4) promote communication through the internet and 5) contribute to our Club's development and improvement.

Our hope is to make this project a District project so that more people can benefit from the use of ROR. With the global reach of the Internet, it becomes a real possibility to take the project internationally with the reach of the Rotary International network of professionals.

 

II. Project Goals

The key objective of the Vocational Service Committee of the Rotary Club of Hong Kong Island West in the current Rotary year is to develop a meaningful multi-year project to demonstrate that Mankind is Our Business - the 2001/2002 Rotary International Theme. In launching the Rotary Club of Hong Kong Island West Online Recruitment Service (ROR), our Club hopes to help improve the well-being of humanity while growing and strengthening Rotary, and we hope to achieve the following:

1. Help Address the Unemployment Problems of the Local Community
Hong Kong's economy is undergoing a major transition and the associated structural changes have brought about unemployment levels to an unprecedented 6%. The number of unemployed skilled and unskilled workers has increased to over 200,000. As responsible citizens of the Community and part of the Rotary International organization, we felt strongly to act to help the unemployed to look for employment. It is with this in mind that we decided to utilize the Internet to tap the Rotary network of professionals to help people find jobs.

2. Increase Membership
The ROR is linked to our Club's website, which provides comprehensive information about Rotary International, the object of Rotary, the 3450 District and that of our Club. Job seekers and employers who use the ROR will naturally visit our Club's website, and some of whom will through the exposure to Rotary International, be interested in becoming a member of the Rotary family.

3. Enhance Rotary's Public Image
As ROR is free of charge, we believe a large number of people will use its services for recruitment and for job seeking. We have already signed up a number of reputable local institutions, companies and multi-national companies such as Arthur Andersen, Coutts Bank, Hong Kong Polytechnic University, Ling Kee Group of Companies, Charles Mar Fan, Shui On Group of Companies, Woo, Kwan, Lee & Lo Solicitors and Notaries, Wo Hing Construction to use ROR's services. In March of 2002, a PR campaign, including newspaper advertisement will be launched among Rotary Clubs and Rotaract Clubs in the 3450 District and target companies in the service sector of the economy to publicize ROR. By doing so, we hope to increase the exposure of Rotary International and enhance the image of Rotary in the local community and other countries.

4. Promote Communication Through Internet
As Rotary Club members and Rotaractors in District 3450 and users of ROR will be using the Internet to do job search and recruitment, the communication among Rotary Club members, Rotaractors and people in Hong Kong and overseas through electronic mail will be enhanced.

5. Club Development and Improvement
In launching the ROR, we have successfully utilized and accessed the Internet to do worthwhile service projects. In addition, many members of our Club have for the first time tried conducting their recruitment online and visited our Club's website. Moreover, the launching of ROR helps foster communication and cooperation among Rotary Clubs within the 3450 District, Rotaract Clubs, especially the Rotraract Club of United College and our Sister Clubs in Japan, the Philippines, South Korea, Taiwan and the US. Consequently, we will strive to enhance our Club's e-ability to develop more worthwhile service projects via the Internet in the future.

 

III. Project Description

For job seekers, ROR provides a unique opportunity to explore constantly updated employment opportunities in Hong Kong and other countries through a growing and extensive job posting database. Job seekers may utilize ROR's services all free of charge as registered members or visitors. The Job Seeker Corner provides a personalized, total service with user-friendly ease from easy registration, job search, online resumes, hot job listing, job alert and online job application.

For employers, ROR delivers the most convenient, no-cost, and efficient solution for business recruitment through direct networking and access to a continuously expanding resume database. The Employer Corner provides employers with access to a greater number of applicants than traditional recruitment methods, enabling them to shorten the recruitment process and greatly reducing recruitment costs. ROR enables employers to post and update their company profiles and jobs online and provides them with a free medium to recruit qualified candidates for their jobs. If employers want to advertise their companies on ROR, they could do so by paying a reasonable nominal fee per month. All in all, ROR helps employers with a no-cost alternative to manage their recruitment efficiently, speedily and easily online.

IV. Project Details

A. Functions of ROR

ROR is designed to work as an efficient online recruitment platform for employers and job seekers with minimal maintenance costs to our Club. It has all the functions of major online recruitment portals such as classifiedpost.com, careertimes.com.hk, pandacareer.com, etc., but without the need for a large number of staff to update the website. Practically speaking, only a webmaster is needed to conduct routine maintenance and site updates. As such, it is manageable by a charitable organization such as our Club.

Job seekers may utilize ROR's services all free of charge as registered members or visitors and can enjoy the following functions:

· Register online free of charge.
· Customize personal profile and job search criteria.
· Browse most current available jobs.
· Browse list of companies using ROR.
· Search jobs by industry.
· Search jobs by location, company name, job title, etc. 
· Post and edit resume online.
· Upload resume from file.
· List jobs matching the candidate's personal profile and job search.
· Apply jobs online with or without cover letters.
· Block resume search.

For employers, ROR delivers the most convenient, no-cost, and efficient solution for business recruitment through direct networking and access to a continuously expanding resume database.

ROR entitles employers to the following benefits:

· Post, edit and delete an unlimited number of jobs free of charge.
· Search resumes of qualified candidates.
· Advertise in ROR.

B. ROR's Design Specifications

The Rotary Club of Hong Kong Island West employs Inn Media Co., which has kindly offered to sponsor part of the development costs, to design ROR. ROR's design is simple, user-friendly and has a cyber feel to it. More importantly, ROR is designed with allowance for high-speed, multi-user data access so that multiple number of users could access ROR simultaneously.

The website address of ROR is currently the same as that of our Club, namely http://www.rchkiw.org.hk. The direct link for ROR is http://www.rchkiw.org.hk/ror.asp. However, when the time warrants that website to have a separate URL, we will do so.

C. Target Users

Initially, ROR will focus on providing quality job listings from prestigious firms in the financial services sectors such as accounting, banking, finance and law, etc., and will feature a special section for students looking for summer job opportunities. To date, we have solicited Club members to actively participate in the project and make referrals, and we have received favorable response from our Club. D. Publicity Relations Program

The following outlines the launch phase of the PR program of ROR. It involves the introduction of ROR to the Rotary Clubs and Rotaract Clubs in the 3450 District and the public at large.

a. Rotary Clubs in 3450 District
· Introduce ROR to the 4 Extension Clubs.
· Introduce ROR at the JPM of the 3450 District.
· Conduct e-mail campaign to Rotarians in the 3450 District.
· Work with Vocational Service Chairpersons of other Rotary Clubs to introduce ROR to Rotarians at the 3450 District and ask for their support.
· Arrange sign-up booths at District Functions such as the District Conference.

b. Rotaract Clubs in the 3450 District
· Introduce ROR to the Rotaract Club of United College. 
· Work with UC Rotaract Club to organize a promotional program with the latter to publicize ROR to other Rotaract Clubs in the 3450 District. This will include:
  - Conduct e-mail campaign to Rotaractors in the District.
- Introduce ROR to the District Rotaract Committee and its meetings.
- Arrange sign-up booths at District Rotaract functions such as the Rotaract Week in March and District Conference in April.

c. Public
· Issue press releases to editors of local magazines and newspapers in order to obtain free media coverage of Rotary, RI District 3450 and ROR.
· Solicit ad sponsorships from companies to place ads for ROR in local newspapers and other suitable media such as RoadShow. 
· Participate in events such as government-sponsored job fairs to introduce ROR to the public.

 

V. Future Plans

If ROR is successful, we intend to introduce the project to the 3450 District to make it a District project as we will be able to pool our resources better and increase the profile of Rotary in the local community.

Currently, ROR will provide its services to employers and job seekers in Hong Kong and later expand its outreach to other countries with the help of our Sister Clubs in Japan, Philippines, South Korea, Taiwan and the US.

 

VI. Conclusions

In conclusion, in organizing and launching the ROR project, we believe our Club has aligned our objectives with that of the Rotary International and the District 3450 for the Rotary Year 2001-2002, and we have demonstrated our commitment that Mankind is Our Business. Specifically, by providing a no-cost platform on the Internet for employers and job seekers, we have helped 1) address the unemployment problems of Hong Kong, 2) increase membership of Rotary, 3) enhance Rotary's public image, 4) promote communication through the internet and 5) contribute to our Club's development and improvement.

Our hope is to make this project a District project so that more people can benefit from the use of ROR. With the Global Reach of the Internet, it becomes a real possibility to take the project internationally with the reach of the Rotary International network of professionals.
